The concept is simple - you can see in many different ways designed the exact same HTML code and produced completely different looking pages. It is, indeed, a very interesting place, and there are a lot of good web designers (CSS/graphic designers) who have their designs there:) I've spent a lot of time a while ago browsing the various designs at CSS Zen garden... it's worth it:)
